本文在我国加入了wto和大连市把旅游业作为主要支柱产业发展的背景下，在现代管理理论尤其是人力资源管理理论的指导下，明确了大连青年旅行社发展战略，分析了大连旅游市场客源状况、大连市旅行社现状、管理状况及存在的问题。分析了大连青年旅行社现有人力资源状况，对大连青年旅行社未来五年发展所需各类人力资源进行了预测，分析了未来五年大连青年旅行社内部供给和外部供给状况，对未来人力资源进行了平衡分析，并在此基础上对大连青年旅行社人力资源进行了规划。
